全國人民代表大會常務委員會關於《中華人民共和國刑法》有關信用卡規定的解釋

Interpretation of the Standing Committee of the National People's Congress on the Credit Card Regulations of the Criminal Law of the People's Republic of China

全國人民代表大會常務委員會根據司法實踐中遇到的情況，討論了刑法規定的“信用卡”的含義問題，解釋如下： 刑法規定的“信用卡”，是指由商業銀行或者其他金融機構發行的具有消費支付、信用貸款、轉賬結算、存取現金等全部功能或者部分功能的電子支付卡。

In light of what is encountered in judicial practice, the Standing Committee of the National People's Congress has discussed the implication of "credit card" prescribed in the Criminal Law and gives the interpretation as follows: "Credit card" prescribed in the Criminal Law refers to the electronic payment card that is issued by commercial banks or other financial institutions and that performs all or part of the functions of payment for consumption, credit loan, transfer and settlement, cash deposit and withdrawal, etc.
